Why Xactimate is the standard every Florida insurance adjuster recognizes — and why it matters for your restoration estimate

If you’ve ever had a Florida insurance adjuster’s estimate and a restoration contractor’s estimate arrive with different numbers for the same job, Xactimate is almost always part of the explanation. It’s the estimating software the property insurance industry has run on for nearly 40 years — and understanding how it works explains why the documentation your contractor hands you may or may not match the document your adjuster sends.

This post explains what Xactimate is, why it became the standard, and why the contractor you choose matters more than most homeowners realize.

What Xactimate actually is

Xactimate is a line-item estimating platform built by Xactware, a Utah-based software company founded in the 1980s and now owned by Verisk Analytics, the data analytics firm originally formed as the parent of Insurance Services Office. The software was first released in 1986 and has been continuously updated since.

At its core, Xactimate is a national pricing database married to a structured estimating workflow. Every line item in a restoration scope — “remove wet drywall, ½ inch,” “apply antimicrobial to framing,” “set up 1 air mover, per day” — has a default unit price tied to a regional price list. The user builds an estimate by selecting line items, entering quantities, and applying waste factors or overrides where the default doesn’t fit.

That’s the whole product. It’s not magic. It’s a standardized spreadsheet with a vast price catalog attached.

Why the industry standardized on it

Before Xactimate, restoration estimates were built by hand or in generic spreadsheets. Two adjusters estimating the same job could produce wildly different numbers because they were using different line items, different labor rates, and different waste assumptions. The result was friction: contractors disagreed with carriers, claims stalled, and disputes ended up in appraisal or litigation.

Xactimate solved this by giving everyone a shared vocabulary and a shared price catalog. Today, an estimated 75–80% of insurance adjusters use Xactimate to produce property claim estimates, and roughly 75% of restoration contractors use it to build their own scopes. The software handles more than half of all property claims in the United States and Canada. Florida’s state-backed insurer of last resort, Citizens Property Insurance Corporation, uses Xactimate as part of its water mitigation estimate review program alongside IICRC standards.

Three structural reasons explain the adoption:

  • Shared language. A line item called “WTR EXTR — water extraction, emergency” means the same thing to a contractor in Miami and an adjuster in Tampa. There’s no translation step.
  • Regional pricing. Xactware maintains regional price lists that update monthly. Pricing for a piece of drywall in Miami-Dade reflects local labor and material costs, not a national average. Roughly 10 new line items and 30 significant modifications are added or revised each month based on user feedback.
  • Carrier compatibility. Insurance carriers process claims faster when the contractor’s estimate imports cleanly into the carrier’s workflow. A contractor who bills in Xactimate doesn’t create a re-keying step.

What about Xactimate’s alternatives?

A few competitors exist. None has dislodged Xactimate as the US property insurance standard.

  • Symbility (now Cotality Claims Estimate) is the most direct alternative. CoreLogic — the data and analytics firm — acquired Symbility in 2018 and rebranded itself as Cotality in 2024. Symbility still has a presence in the US, particularly with carriers like Liberty Mutual and Safeco, and remains more widely used in Canada.
  • Mitchell International (now part of Enlyte) is a long-standing claims platform, but its footprint is concentrated in auto physical-damage claims rather than property restoration.
  • DocuSketch, magicplan, and T&M Pro Estimator are sketch-based or mobile-first estimating tools popular with restoration contractors. They typically feed into Xactimate rather than replace it — DocuSketch’s own documentation describes its role as producing Xactimate-compatible output.
  • EagleView and Hover handle roof and exterior measurement with aerial imagery. They produce measurements, not estimates — their output flows into Xactimate as line-item quantities.
  • RS Means (now Gordian) supplies construction cost data. Its pricing is sometimes used to verify or override Xactimate defaults, but it isn’t a standalone estimating platform.

Software Advice lists 15 named alternatives in 2026, and CapOut, a restoration-industry analyst, summarizes the field bluntly: “There is no true alternative to Xactimate for insurance restoration estimating. Xactimate is the industry standard because carriers require it.”

That’s the load-bearing fact. Xactimate didn’t win on technical merit alone. It won because carriers standardized on it, contractors had to follow, and the two-sided network effect turned every other option into an island. A restoration contractor who bills on a different platform — whatever that platform’s individual merits — produces documentation the carrier’s system has to translate before it can read.

Why two estimates can still drift apart

If everyone uses the same software with the same price catalog, why do numbers differ? Three reasons, in order of how often they come up:

  1. Input completeness. Xactimate’s output is only as accurate as the input. A scope that misses wet insulation behind a soaking wet wall will price drywall removal correctly but miss the insulation entirely. The adjuster and the contractor often disagree because one party captured more of the damage than the other.
  2. Regional overrides. The default price list is a starting point. Local labor rates, code-driven materials (wind-rated shingles in Miami-Dade, for example), and access constraints all require manual override. A contractor who doesn’t override defaults for a specific job produces an estimate that may be defensible but undercounted.
  3. Scope differences. Most estimate disputes come down to this: the contractor scoped what they saw on site; the adjuster scoped what they could see from a quick walkthrough. A moisture map, psychrometric readings, and thermal imaging — the documentation produced by IICRC-certified technicians — usually show more damage than a visual inspection alone.
  4. What this means for Florida homeowners

    For most homeowners, the practical implication is simple: the contractor’s documentation needs to line up with what the adjuster is looking for. A restoration company that produces hand-built spreadsheets or non-standard estimating formats creates a translation gap that slows down processing. A restoration company that produces clean, complete Xactimate estimates — with moisture maps, daily drying logs, and IICRC-conformant documentation — produces estimates the adjuster’s system can read in minutes rather than days.

    That’s the value of hiring a contractor who uses Xactimate the way carriers expect it to be used. Not as a billing trick — as documentation.

    What to ask when you hire a restoration contractor

    Two questions separate contractors who will integrate cleanly with your claim from those who won’t:

    1. “What estimating platform do you use?” The answer should be Xactimate (or a platform whose estimates import cleanly into Xactimate). If the answer is “we have our own system,” expect friction.
    2. “What documentation comes with the estimate?” The answer should include moisture maps, photos, daily drying logs, and an IICRC-conformant scope. Documentation is what justifies the line items.

    You don’t need to understand Xactimate to hire well. You just need to know that the standard exists — and to ask whether your contractor uses it.

    The bottom line

    Xactimate is the lingua franca of property insurance claims. Adjusters read it. Carriers process it. Restoration contractors who use it produce documentation that moves through the system without friction. Restoration contractors who don’t produce documentation that requires re-keying, re-review, and — often — re-scoping.
